This is an odd site initially as the opening page is six banner ads 'for our competitors'! But it's a free dating site, and easy to join, and worth joining if only for that. It's French based, but with plenty of members in the UK.

We wish to gather information which might be useful to all romantic lovers on this site: profiles, messages, information on marriage, gifts… but we also want you to exchange opinions about books, songs, love stories, films; or even on romantic trips, hotels and restaurants…'.

At first it's difficult to see how to proceed without signing up. However, if you click on sign up for free, you get a membership sign up page, and under this is another page, the first real site page, which has thumbnail pics of members, a map, and testimonials. Reloading this page results in changed thumbnails. There are a lot of members from a range of countries, so it seems there isn't separation on national lines.

The emphasis on love and romance, apart from being quintessentiually French, means it is likely to attract romantic people who are looking for soul mates and life partners, so if that describes you too, this could be a perfect site to meet your match. As it's free, there's nothing to lose from signing up and having a browse round.
